요르단 하심 왕국은 건국 2세기를 맞이하며, 전 세계의 급격한 변화에 발맞추어 현대화와 혁신, 개방과 탁월함을 가속화하겠다는 확고한 의지를 다지고 있습니다. 요르단은 수많은 대외적 충격과 다발적인 지역내 위기 가운데에서도 언제나 회복 탄력성을 유지하며 경제 성장을 성공적으로 이루어 내왔습니다.

요르단 정부는 지난 2022년, 지속 가능한 성장 도모와 국민의 삶의 질 향상을 위한 명확한 목표와 이행 방법론을 담은 10개년 계획, 이른바 “경제 현대화 비전(Economic Modernization Vision)”을 수립하여 더 나은 미래를 향한 여정을 개시했습니다.

본 비전은 경제 성장을 견인할 8대 핵심 동력으로 “고부가가치 산업(high value industries), 미래 서비스(future services), 스마트 요르단(smart Jordan), 관광 명소로서의 요르단(destination Jordan), 지속 가능한 자원(sustainable resources), 그린 요르단(green Jordan), 투자 요르단(invest Jordan), 활력 넘치는 요르단(vibrant Jordan)”을 설정하였으며, 이를 바탕으로 다양한 부문에 걸쳐 360개의 세부 추진 과제(initiatives)를 포괄하고 있습니다.

이 중 농업 및 식량 안보, 광업, 식품, 화학 제품, 제약, 섬유 제품, 엔지니어링과 물류 등을 아우르는 “고부가가치 산업” 부문은 본 계획의 최우선 과제 중 하나입니다. 이러한 산업의 집중 육성을 통하여 요르단은 그 산업 경제를 한 단계 도약시키고, 나아가 요르단을 지역내 주요 산업 허브이자 고품질·고부가가치 제품의 수출 중심지로 탈바꿈시키고자 합니다.

“미래 서비스” 부문은 보건의료, 무역, 교통, 물류 분야에 더하여, 정보통신기술(ICT)과 인공지능(AI)을 포함한 신기술, e-스포츠(e-gaming)와 같은 창조 산업, 금융 서비스 및 금융 시장 등에 집중합니다. 아울러 “스마트 요르단” 부문은 초·중등 교육, 영유아 보육 및 발달, 고등 교육, 기술·직업 교육 훈련(TVET)을 비롯하여, 창업, 연구개발(R&D) 및 혁신을 핵심 과제로 강조하고 있습니다.

요르단이 자랑하는 경이로운 역사·고고학·종교 및 천혜의 자연유산을 무대로 하는 관광 산업은 “관광 명소로서의 요르단” 부문의 꽃이라 할 수 있습니다. 이와 함께 의료 및 웰니스 관광, 그리고 요르단만의 독특하고 신비로운 영화 촬영지들 역시 이 부문을 통해 크게 부각되고 있습니다.

“지속 가능한 자원” 및 “그린 요르단” 부문은 에너지와 수자원을 중심 기반으로 삼아 천연자원의 이용을 최적화하는 한편, 녹색 성장을 도모합니다. 이를 통해 미래 요르단의 경제 성장을 지탱할 핵심 축으로서 지속 가능한 관행을 정착시키고 기후 변화 대응을 적극 지원하고자 합니다.

본 비전의 제1차 집행 프로그램(2023-2025년)을 통해 약 500개의 프로젝트가 성공적으로 수행되었으며, 이어지는 제2차 집행 프로그램(2026-2029년)에서는 390개 이상의 프로젝트가 확정되어 추진 중에 있습니다. 이 중 51%는 신규 프로젝트이며, 나머지 49%는 기존에 진행 중이던 프로젝트입니다. 특히 이 과정에서 가장 핵심적인 사업 중 하나는 지속 가능하고 안정적인 용수 공급을 통해 수자원 안보를 확보하기 위해 설계된 “국가 용수 공급망 프로젝트(National Water Conveyance Project)”입니다. 이는 요르단 역사상 최대 규모의 수자원 사업으로, 총 사업비는 약 58억 달러(USD)에 달할 것으로 추산됩니다.

Jordan’s Economic Modernization Vision

As it embarks on its second centennial, the Hashemite Kingdom of Jordan is determined to accelerate modernization, innovation, openness and excellence while adjusting to rapid changes around the globe. Jordan has always succeeded in maintaining its resilience and economic growth despite multiple external shocks coupled with a plethora of regional crises.

In 2022, Jordan launched its ten-year Economic Modernization Vision for a better future, which encapsulated clear objectives and an implementation methodology to achieve sustainable growth as well as a better quality of life for its citizens.

The Vision included eight economic growth drivers: high value industries, future services, smart Jordan, destination Jordan, sustainable resources, green Jordan, invest Jordan and vibrant Jordan. It encompassed 360 initiatives across various sectors under these drivers.

High value industries -agriculture and food security, mining, food products, chemical products, pharmaceuticals, textile products, engineering and logistics- constitute one of the plan’s priority sectors. Such industries aim to advance Jordan’s industrial economy, develop the Kingdom into a major industrial hub for the region and transform it into an export center for high quality and value products.

The future services driver focuses on information and communications technology, emerging technologies including artificial intelligence, creative industries such as e-gaming, financial services and markets in addition to healthcare, trade, transport and logistics. Moreover, the smart Jordan driver highlights basic and secondary education, early childhood care and development, higher education, technical and vocational education and training, entrepreneurship, research and development together with innovation.

Tourism in Jordan’s extraordinary historical, archeological, religious and natural sites is the highlight of the destination Jordan driver, which also accentuates medical and wellness tourism along with the Kingdom’s unique and ethereal film production sites.

As for the sustainable resources and green Jordan drivers, both seek to optimize the use of natural resources -mainly energy and water- and promote green growth in order to support sustainable practices and climate actions as pillars of Jordan’s future economic growth.

Around five hundred projects were carried out within the Vision’s first executive program (2023-2025), while more than three hundred and ninety projects were identified by the second executive program (2026-2029). 51% of said projects are new while 49% are ongoing. One of the most vital projects in this context is the National Water Conveyance Project, which is designed to enhance water security by providing a sustainable and reliable water supply. It is the largest water project in Jordan’s history, with an estimated overall cost of 5.8 billion U.S. dollars.
