[MENA Focus 9월호] 네옴(NEOM): 미래세대를 위한 글로벌 허브 – 주한사우디아라비아대사 기고문

사우디아라비아와 대한민국은 에너지, 인프라, 건설 분야에서 굳건하고 오랫동안 지속된 관계를 유지해왔습니다. 이 필수불가결한 파트너쉽은 제조업, 스마트 기술, 바이오 및 헬스케어, 도시 계획, 인프라 구축, 농업, 환경, 게임과 같은 새로운 산업으로 그 경계를 넓혀가고 있습니다. 2022년 11월 무함마드 빈 살만 왕세자의 공식 방한 이래 양측은 26개의 양해각서(MOU)를 체결했습니다. 사우디아라비아는 양해각서와 양국 간 체결된 협약들이 홍해 (Red Sea), 키디야(Qiddiyah), 디리야 게이트(Diriyah Gate), 로신(ROSHN), 네옴(NEOM)과 같은 메가 프로젝트의 가시적인 성과로 이어질 수 있기를 희망하고 있습니다.

홍해 프로젝트 (Red Sea)는 사우디아라비아를 경험하고자 하는 국내외 관광객들을 유치할 세계적 수준의 리조트를 건설하는 것입니다. 키디야(Qiddiyah)는 엔터테인먼트, 스포츠, 예술의 수도이자 국제적인 관광지가 될 것입니다. 디리야 게이트(Diriyah Gate)는 유서 깊은 유네스코 세계문화유산인 앗 투라이프(At-Turaif) 지구를 비롯해 와디 하니파(Wadi Hanifah), 부자이리(Bujairi) 지구, 킹 살만 광장, 킹 살만 대학교, 사우드 왕실 박물관 등을 보존하고 보호하는, 사우디아라비아의 문화 수도로 거듭날 것입니다. 로신(ROSHN)은 향후 10년 내 주택 소유율을 70%까지 끌어올리는 것을 목표로 하고 있으며 리야드, 메카, 아시르, 동부 지역, 젯다, 알 하르즈 등 총 5개 지역으로 구성되어 있습니다.

사우디아라비아의 메가 프로젝트들 중 네옴(NEOM)은 사우디아라비아의 경제를 다각화하고 삶의 질을 향상시키고자 하는 비전 2030 (Vision 2030) 계획의 핵심 요소로 구상되고 있습니다. 네옴은 비즈니스, 거주성, 지속가능성에 있어 혁신의 미래를 구현할, 새로운 미래와 인류의 진보에 대한 과감하고 대담한 꿈입니다. 네옴은 법규, 글로벌 연결성, 글로벌 인재 유치 그리고 세계 최초로 기후 변화의 영향에 적응하는 대규모 재생 에너지 시스템 등에서 새로운 표준을 갖춘 독특한 환경을 구축하며 성장할 것입니다. 더 나아가, 사우디아라비아 국부펀드(Public Investment Fund; PIF) 기금 5000억 달러로 운영되는 다양한 통합 부문과 산업들이 네옴의 동력이 될 것입니다. 네옴은 제조, 물, 기술 및 디지털, 엔터테인먼트와 문화, 교육, 디자인과 건설, 식품, 에너지, 스포츠, 관광, 모빌리티, 건강/웰빙과 생명공학, 금융 서비스, 미디어 등 다양한 14개 부문이 중심이 되는 허브가 될 것입니다.

2021년 1월 발표된 네옴의 4대 주요 개발 가운데 하나인 더 라인(THE LINE)은 도시 개발의 개념을 재정의할 혁신적인 170km 길이의 직선 도시로, 100% 재생에너지로만 운영되며 95%의 토지가 자연을 위해 보존됩니다. 같은 해 11월, 사우디아라비아는 혁신가와 기업가들이 그들의 아이디어를 연구실(lab)에서 시장(market)으로 빠르게 적용 수 있는 장소로서, 지역 무역과 상거래에 기여할 옥사곤(Oxagon)을 출범시켰습니다. 2022년 3월 발표된 트로제나(Trojena)는 지역민들과 관광객들에게 사람 중심의 독특한 경험을 제공하는 지속가능한 연중무휴의 산악 여행지입니다. 홍해에 위치한 네옴의 첫 번째 럭셔리 섬이자 요트 클럽의 목적지인 신달라(Sindalah) 또한 작년에 발표되었으며, 2024년까지 전 세계의 관광객들을 맞이할 준비가 완료될 예정입니다.

사우디아라비아는 네옴 프로젝트가 한국에게도 이익이 될 것임을 믿어 의심치 않고 있으며 한국의 건설, 스마트시티 관련 회사들과의 협업을 기대하고 있습니다. 이는 사우디아라비아가 세종시, 부산의 에코 델타 스마트시티와 같은 도시 건설에 있어, 한국 회사들의 풍부한 경험을 충분히 인정하고 있기 때문입니다.

대한민국은 오랜 기간 사우디아라비아의 전략적 파트너였습니다. 사우디아라비아는 세계 최대의 석유 매장량을 가진 OPEC의 선도 국가이며 한국에게는 제1의 석유 공급자입니다. 또한 안정적인 인프라와 금융 시스템을 갖춘 구매력 높은 대규모 내수시장을 보유하고 있는 국가입니다. 사우디아라비아는 석유 공급국으로서 뿐만 아니라 메가 프로젝트를 통해 당면 과제를 해결하고 미래를 위한 글로벌 허브가 되기 위한 한 걸음을 내딛고 있습니다. 이 대담한 계획을 성취하기 위해 양국은 오랜 신뢰를 바탕으로 그 어느 때보다 협력 관계를 강화할 것이며, 이는 양국 정부와 민간 부문 모두에게 이익을 가져올 것입니다.

NEOM: A Global Hub for the Future Generation

Saudi Arabia and Korea have maintained a strong and long-standing relationship, in the energy, infrastructure, and construction sectors. This indispensable partnership is pushing its boundaries to new industries of manufacturing, smart technology, bio and healthcare, city planning, infrastructure building, agriculture, environment, and game. Since the official visit of Crown Prince Mohammed bin Salman to Korea in November 2022, the two sides signed 26 Memorandums of Understanding (MOU) and Saudi Arabia hopes that the MOUs and contracts between the two countries could deliver tangible results in mega projects such as The Red Sea, Qiddiya, Diriyah Gate, ROSHN, and NEOM.

The Red Sea project is to establish a world-class resort that attracts domestic and international tourists to experience Saudi Arabia. Qiddiya is set to become the capital of entertainment, sports, arts, and a global tourism destination. Diriyah Gate will be renewed as Saudi Arabia’s cultural capital preserving and protecting the historic UNESCO World Heritage Site of At-Turaif District as well as Wadi Hanifah, Bujairi District, King Salman Square, King Salman University, and House of AlSaud Museum. ROSHN aims to increase the rate of homeownership to 70% within the next 10 years, ROSHN communities are Riyadh, Makkah, Asir, Easter Region, Jeddah, and Al Kharj.

Among mega projects of Saudi Arabia, NEOM is envisioned as a key component of Saudi Arabia’s Vision 2030 plan to diversify the economy and enhance the quality of life in Saudi Arabia. It is a bold and audacious dream of a new future and human progress that will embody the future of innovation in business, livability, and sustainability. A unique environment with the new standard in regulations, global connectivity, global talent attraction, and the world’s first large-scale renewable energy system adapting to the impact of climate change will be established and developed in NEOM. Furthermore, it is powered by a diverse range of integrated sectors and industries fueled by USD 500 billion from the Public Investment Fund. It will become a hub powered by diverse 14 sectors: Manufacturing, Water, Technology and Digital, Entertainment and Culture, Education, Design and Construction, Food, Energy, Sport, Tourism, Mobility, Health/Well-being and Biotech, Financial Service, and Media.

THE LINE, one of four main developments of NEOM, announced in January 2021 is a revolutionary 170-kilometer linear city redefining urban development where it will run on 100% renewable energy and 95% of the land will be preserved for nature. In November of the same year, Saudi Arabia launched Oxagon, which will contribute to regional trade and commerce as a place where innovators and entrepreneurs can accelerate ideas from labs to market. Trojena was announced in March 2022 as a sustainable year-round mountain destination offering unique human-centric experiences for residents and visitors.  Sindalah, NEOM’s first luxury island and yacht club destination in the Red Sea, was also announced last year, which will be ready to receive visitors all around the world by 2024.

Saudi Arabia does not doubt that the NEOM project will be also beneficial for Korea and is willing to collaborate with construction and smart city-related companies in Korea. Saudi Arabia fully recognizes the extensive experience of Korean companies in building cities such as Sejong City and Eco Delta Smart City in Busan.

Korea is a strong strategic partner of Saudi Arabia for a long time. Saudi Arabia is a leading OPEC country with the world’s largest oil reserve as well as the first oil provider to Korea. Saudi Arabia has a large domestic market with high purchasing power with stable infrastructure and a banking system. Saudi Arabia is taking a further step not only as an oil provider but also to be a global hub for the future dealing with current challenges through mega projects. To achieve the success of the audacious plan, the two countries will be strengthening their cooperative relations more than ever before based on long-lasting trust, which will benefit both the governments and private sectors of the two countries.
