이라크와 한국 관계: 우정과 전략적 협력

이라크와 한국의 양국 관계는 ‘현대’ 등 한국 기업들이 이라크에서 활동하기 시작했던 1970년대로 거슬러 올라갑니다. 그러나 양국의 외교 관계는 영사 관계를 맺은 1981년 4월 15일에야 공식적으로 시작되었습니다. 이후 1983년 양국 간 무역, 경제, 기술, 과학 협력을 위한 협정이 체결되고 이라크-한국 공동 위원회가 출범하면서 양국 관계는 더욱 공고해졌습니다.

이러한 양국 관계는 2003년 양국이 대사관을 재개설한 이후에 더욱 발전하기 시작했습니다. 정치, 경제, 문화, 군사 분야에서 협력을 위한 양해 각서가 체결되었고, 이에 따라 다양한 분야에서 전례 없는 진전이 이루어졌습니다. 이라크 대통령, 총리, 국회의장, 외무장관 등 정치 지도자들이 방한하며 양국 관계는 더욱 강화되었고, 이러한 방문은 한국 기업들을 이라크로 끌어들이는 데 영향을 미쳤습니다.

 

한국 기업들은 2003년 이후 이라크 시장에 최초로 진출한 해외 기업 중 하나로 인프라, 에너지, 교통 등 여러 분야에서 전략적으로 중요한 프로젝트를 추진하는 데 기여했습니다. SK와 LS, 삼성과 같은 한국 기업은 이라크 내에 많은 발전소를 건설했고, 석유 분야에서는 한국가스공사(KOGAS)와 삼성 등이 이라크 정부의 유전 개발권에 참여했습니다. 에너지 분야에서는 현대가 카르발라(Karbala) 정유공장을 건설하였고, 바스라(Basra)에서도 정유공장을 건설 중입니다. 대우는 현재 이라크에서 가장 큰 전략적 프로젝트인 알포(Al-Faw) 항만을 건설 중입니다. 알포 항만은 튀르키예를 거쳐 유럽으로 향하는 경로가 되어 아시아와 유럽 간의 거리를 단축할 것입니다. 이라크 정부는 “개발도로프로젝트(the Development Road Project)”을 구성하는 이와 같은 주요 프로젝트에 한국 기업들이 참여할 것을 요청했습니다.

 

지난 2023년에는 양국 관계에 괄목할 만한 발전이 있었습니다. 한국 국토교통부 장관과 해양수산부 장관이 이라크를 방문하였고, 이라크 무역부 장관과 국가투자위원회 의장도 한국을 방문하는 등 고위급 공식 방문이 활발하게 이루어졌습니다. 2017년 이후로 개최되지 않았던 제9차 이라크-한국 공동위원회가 다시 열렸고 제3차 정책 협의회가 차관급으로 격상되어 개최되었으며, 외교관 여권 소지자에 대한 사증면제협정도 체결되었습니다. 양국 의회 간 관계 강화를 위해 의회 대표단의 상호 방문도 이루어졌습니다. 또한 한국 기업이 해외에서 진행 중인 최대 규모의 주택 프로젝트 사업으로 한화가 진행 중인 비스마야(Bismayah) 신도시 건설 공사가 재개되었습니다. 프로젝트 재개를 기념하기 위해 한국 국토교통부 장관과 이라크 주요 관리들이 참석하는 성대한 기념식도 열렸습니다. 이라크는 건설 및 인프라 구축 분야에서 한국 기업들이 가진 뛰어난 전문성을 활용하여 양국 간의 협력을 이루기 위해 여러 분야에서 노력하고 있으며, 한국의 주요 기업들과의 미팅에서 전 분야에 걸친 약 800건의 투자 기회를 소개했습니다. 오랫동안 이라크에서 프로젝트를 추진하며 높은 헌신과 투명성, 신뢰성을 보여주어 높은 평판을 지닌 한국 기업들이 이러한 투자 기회에서 가장 큰 비중을 차지하기를 바랍니다.

 

이라크와 한국 양국 국민 또한 문화와 전통 유산 부문에서의 밀접한 친선 관계가 훌륭한 소통의 가교가 됨으로써 긴밀한 관계를 맺고 있습니다. 현재 이라크의 청년들은 한국 문화에 대한 열정과 함께 한국과 한국 문화를 알아가려는 높은 의지를 보이고 있습니다. 기술과 과학 발전, 예술과 음악으로 대표되는 한국 문화는 이라크에서 언론과 SNS를 통해 확산되고 있습니다. 이라크 현지에서 쉽게 한국 음식을 접할 수 있을 정도로 한국 음식에 대한 관심도 높습니다. 한국에 부임한 이래 여러 번 한국 청년들을 만나면서 한국 청년들도 학교에서 메소포타미아 문명에 대해 배웠기 때문에 이라크를 가보고 이라크의 문화유산에 대해 배우고 싶어한다는 것을 알게 되었습니다.

 

이라크에게 한국은 상당히 중요한 국가이고 아시아를 비롯한 전 세계에서 한국은 중요한 역할을 한다고 보고 있으며, 이라크-한국 관계를 전략적 협력 차원으로 발전시키기 위한 비전을 가지고 있습니다. 한국에게도 이라크는 에너지 부문에서 중요한 국가이자 OPEC 회원국 중 원유 생산량이 두 번째로 많은 국가로서 에너지 안보 측면에서 중요성을 가질 것입니다. 한편 양국 간 무역 규모는 2023년에 90억 달러를 넘어섰으며 앞으로 더 증가할 것으로 기대합니다. 우리는 양국을 결속하는 관심사에 걸맞도록 양국 관계 수준을 더 폭넓은 수준으로 증진하기 위해 전력을 다하고 있으며, 우리의 한국 친구들 또한 같은 목표를 위해 협력하고 노력하고 있다고 생각합니다.

 

Iraqi-Korean relations: Friendship and strategic cooperation

The roots of Iraqi-Korean relations go back to the seventies of the last century during the work of Korean companies in Iraq, especially the Hyundai Company. However, they were not  developed diplomatically until it was agreed to establish a consular representation between the two countries on April 15, 1981, after which the features of diplomatic relations were drawn between the two countries. The relations became more established after the signing of the trade, economic, technical and scientific cooperation agreement between the two countries in 1983, from which the formation of the Iraqi-Korean Joint Committee emerged.

 

These relations began to develop after 2003, when the two countries reopened their embassies, as relations between them witnessed unprecedented growth in various fields, as the two countries signed a number of memorandums of understanding for cooperation in the political, economic, cultural and military fields. These relations were strengthened by the large-scale visits conducted by the Iraqi political leaders to the Republic of Korea, such as the President, the Prime Minister, the Speaker of the House of Representatives, and the Minister of Foreign Affairs of the Republic of Iraq. These visits had a significant impact in attracting Korean companies to work in Iraq. Korean companies were among the first international companies to enter the Iraqi market after 2003, and they contributed to Building many major strategic projects in the field of infrastructure, energy, and transportation. Korean companies carried out the construction of many electrical stations, as is the case with SK, LS, and Samsung. In the field of oil, Korean companies were present in the licensing rounds offered by the Iraqi government, as is the case with KOGAS Company, Samsung and others. In the field of energy, the Hyundai Company built the Karbala refinery, and is currently contributing to the construction of the Basra refinery, and the Daewoo Company is now building the largest strategic projects in Iraq, which is the large Al-Faw port, which will connect the East with the West and shorten the distance between Asia and Europe via Turkey and then to Europe. Iraq called this major project “the Development Road” and Iraq called on Korean companies to contribute and work in it.

 

The past year witnessed many events that indicate a remarkable development in the relations of the two countries. There were many official visits at the ministerial level, as the Korean Minister of Lands, Infrastructure and Transport, as well as the Korean Minister of Oceans and Fisheries, visited Iraq. Iraqi ministers also visited Korea like the Minister of Trade and the Chairman of the National Investment Commission. The ninth session of the Iraqi-Korean Joint Committee was held, which had not been held since 2017. Political consultations between the two countries were also held in its third session, and the level of representation in it was raised to the level of Deputy Minister of Foreign Affairs. An agreement was also signed to exempt holders of diplomatic passports from entry visas between the two countries. More than one parliamentary delegation from the two countries made mutual visits to consolidate parliamentary relations. Last year also witnessed the resumption of the Bismayah residential project implemented by Hanwha Company, which is the largest residential project implemented by a Korean company outside Korean territory. There will be a big ceremony to celebrate the re-work of this major project by Hanwha Company which will be attended by senior Iraqi officials as well as the Korean Minister of Lands and Infrastructure. There are many areas on the horizon in which we are working to achieve cooperation between Iraq and Korea by benefiting from the great expertise that Korean companies possess in the field of construction and building infrastructures. We held meetings with many major Korean companies and presented to them approximately 800 investment opportunity in all fields. We look forward with great interest to the largest share of these investment opportunities being for the benefit of Korean companies who have a long and honorable history in Iraq through their projects implemented in Iraq that demonstrated high commitment, transparency and credibility.

 

Iraq and Korea have great relations that extend to the peoples, as the great rapprochement between cultures and heritage has created a great bridge of communication, and today we see the young generation in Iraq looking forward with great passion to Korean culture and getting to know this country and its culture, which has spread in Iraq through the media and SNS, which has been embodied in art and music accompanied by technological and scientific development. In addition to the passion for Korean food that is available in many Iraqi markets, we also noticed during the period that passed during our work in Seoul that Korean youth are also looking forward to visiting Iraq and learning about its cultural heritage, especially since many of them have learned in Schools about Mesopotamian civilizations, and they believe that the time has come to visit Iraq, and this is what they talk about during the meetings I had with them on many occasions.

 

Iraq believes that Korea is a large and important country and has a major role in the world in general and in Asia in particular. We have a vision to advance these relations to the level of strategic cooperation at all levels. We also believe that Iraq is important to the Republic of Korea as it is an important country in the field of energy and is the second country in OPEC in terms of production, and it is an important country for energy security, not to mention that the volume of trade exchange between the two countries exceeded 9 billion dollars in 2023 and we have an ambition to raise it. We are working with all momentum to raise the level of relations to broader ranges befitting the size of the interests that bind us, and in return we find there is cooperation and effort of the friends in Korea in the same field by seeking to make more efforts and joint work in order to reach this goal which we believe is closer to being achieved than ever before.
