U.S. Secretary of State Visits Three Gulf Nations to Emphasize Security Enhancement Efforts

U.S. Secretary of State Marco Rubio recently visited Gulf nations that harbor skepticism regarding the latest agreement aimed at ending the conflict between Iran and the United States. Secretary Rubio first arrived in Abu Dhabi, the capital of the United Arab Emirates (UAE), to meet with senior officials—including President Mohamed bin Zayed, the National Security Advisor, and the Minister of Foreign Affairs—to discuss the U.S.-Iran Memorandum of Understanding (MOU), safe passage through the Strait of Hormuz, and the vital importance of regional peace.

He then traveled to Kuwait as his second destination, holding a meeting with the Emir of Kuwait to discuss efforts to strengthen regional security and stability. Notably, Secretary Rubio told reporters that the United States would take no action that undermines the security of its long-standing allies in the Gulf region. He also attended a flag-raising ceremony at the U.S. Embassy, which recently resumed operations after a temporary shutdown caused by an Iranian drone attack. Following this, he is scheduled to head to Bahrain, his next destination, for further talks. Above all, Secretary Rubio firmly stated that no country, including Iran, would be permitted to impose shipping tolls in the Strait of Hormuz.

Meanwhile, the Gulf nations are deeply concerned about the $300 billion reconstruction fund that the United States has promised to Iran. They worry that these funds could be used to boost Iran’s military capabilities rather than just aid its economic recovery. In particular, they appear dissatisfied that the recent agreement does not include provisions to restrict Iran’s ballistic missile program or reduce its medium- and long-range missiles.

미국 국무장관 마르코 루비오는 최근 이란과 미국 간 전쟁 종식을 위한 합의에 대해 회의적 시각을 가진 걸프 국가들을 방문하였다. 루비오 국무장관은 먼저 아랍에미리트 수도 아부다비에 도착하여 무함마드 빈 자이드 대통령과 국가안보보좌관, 외무장관 등 고위 인사들을 만나 미국-이란 간 양해각서, 호르무즈 해협을 통한 안전한 통행, 그리고 지역 평화의 중요성에 대해 논의를 나눈 것으로 알려졌다. 이어 두 번째로 쿠웨이트를 방문하여 쿠웨이트 에미르와 지역 안보 및 안정 강화 노력에 대해 회담을 진행하였다. 특히 루비오 국무장관은 걸프 지역의 오랜 동맹국들의 안보를 훼손하는 어떠한 행동도 하지 않을 것이라고 기자들에게 밝힌 것으로 전해졌다. 또한 루비오 장관은 이란 드론 공격으로 인해 활동 중단 이후 최근 재개된 미국 대사관에서 열린 국기 게양식에도 참석하였다. 그리고 이어 다음 방문지인 바레인으로 향하여 회담을 진행할 예정이다. 무엇보다 루비오 국무장관은 이란을 포함한 어떤 국가도 호르무즈 해협에서 선박 통행료를 부과하지 않을 것이라는 입장을 단호하게 밝혔다.

한편 걸프 국가들은 무엇보다 미국이 이란에 약속한 3,000억 달러 규모의 재건 자금에 대해서도 불만이다. 이 자금이 이란 경제 회복을 넘어 군사력 증강에 사용될 것을 우려하고 있다. 특히 이번 합의에 이란의 탄도미사일 프로그램 제한이나 중장거리 미사일 감축 방안이 포함되지 않은 것에 대해 불만을 지닌 것으로 보인다.
