\nUAE Water Security and Sustainability: From Source to Sea and the UAE\u2013Korea Partnership<\/p>\n

1. From Water Security to Global Water Leadership
\nWater security is a strategic priority for the United Arab Emirates. As an arid country with limited natural freshwater resources and high-water demand associated with population growth, urbanization and economic development, the UAE has developed a comprehensive approach combining desalination, water conservation, wastewater treatment and reuse, groundwater management, digital technologies and climate resilience.
\nOver the past decade, the UAE’s water agenda has evolved beyond securing adequate supplies toward establishing a sustainable, efficient, technology-driven and resilient water system. This transformation is anchored by the UAE Water Security Strategy 2036, launched in 2017 to ensure sustainable access to water under both normal and emergency conditions. The strategy seeks to reduce total demand for water resources by 21 percent, reduce the water scarcity index by three degrees, increase water productivity to USD 110 per cubic metre and increase the reuse of treated water to 95 percent by 2036.
\nThe strategy is supported by programmes addressing water demand management, water supply management and emergency production and distribution, together with policy development, institutional capacity building, innovation and technology. The UAE’s approach therefore increasingly regards water security not simply as an infrastructure issue, but as a component of national resilience, climate adaptation, environmental sustainability and economic development.
\nThe UAE has also strengthened the scientific basis for managing its water resources. The Ministry of Energy and Infrastructure, together with the Environment Agency \u2013 Abu Dhabi, has developed the country’s first hydrogeological map and geodatabase to support the documentation and conservation of water resources. In parallel, the National Energy and Water Demand Side Management Program 2050 seeks to improve the efficiency of energy and water use and reduce resource consumption.<\/p>\n

2. Desalination, Reuse and the Circular Water Economy<\/p>\n

Given its geographical conditions, the UAE relies substantially on non-conventional water resources, making desalination a fundamental pillar of national water security. At the same time, national policy is increasingly focused on improving desalination efficiency, diversifying water resources and reducing the environmental and energy costs associated with water production.<\/p>\n

A complementary priority is the expansion of treated wastewater reuse. The UAE has developed extensive wastewater-treatment infrastructure, with treatment capacity exceeding three million cubic metres per day. Around 73 percent of treated wastewater is currently reused, primarily for urban landscaping and irrigation, while the national target is to increase reuse to 95 percent by 2036.
\nThis reflects the UAE’s gradual transition toward a circular water economy, in which water is recovered, treated and reused rather than regarded as a resource that can be consumed only once. Advanced wastewater treatment, industrial water recycling, smart irrigation and resource-recovery technologies can consequently play an increasingly important role in reducing pressure on freshwater resources.
\nThe UAE is also pursuing greater integration between water and energy policy. More efficient desalination, renewable-energy integration and demand-side management can help reduce the energy intensity of water production while supporting the country’s broader climate and sustainability objectives.<\/p>\n

3. Digitalization and Climate-Resilient Water Management<\/p>\n

Innovation and digitalization are becoming increasingly important to the UAE’s water agenda. Smart water networks, real-time monitoring, artificial intelligence, predictive analytics and digital management systems can improve the efficiency of water distribution, identify leakage and support more effective demand management.
\nAt the same time, the UAE’s concept of water security increasingly incorporates water-related climate risks. Although water scarcity remains a fundamental challenge, extreme rainfall and flash floods can also pose significant risks to urban infrastructure and communities. Consequently, flood forecasting, early-warning systems, climate-risk modelling and resilient infrastructure are becoming important components of integrated water management.
\nThe UAE’s water policies are therefore increasingly connected with its wider national priorities in climate adaptation, energy security, food security, urban development and environmental sustainability. This integrated approach provides an important basis for international technology partnerships.<\/p>\n

4. From Source to Sea: An Integrated Water Vision<\/p>\n

A further development in the UAE’s water agenda is the growing emphasis on the \u201cSource-to-Sea\u201d approach. Rather than treating freshwater, groundwater, coastal environments and marine ecosystems as separate policy areas, this approach recognizes their interdependence within a single water system.
\nThis perspective is particularly relevant to the UAE, where freshwater management is closely connected with the Arabian Gulf and coastal environment. Groundwater extraction, wastewater discharge, urban development and other land-based activities can affect coastal and marine ecosystems. Greater coordination across these systems can therefore contribute simultaneously to water security, environmental protection and climate resilience.
\nThe UAE has increasingly promoted this approach at the international level. At the 2025 UN Ocean Conference, the UAE, Senegal, France and UN-Water co-hosted a high-level side event entitled \u201cBridging the Waters from UNOC3 to 2026UNWC: Joint action for Sustainable Freshwater and Ocean Management.\u201d The event emphasized the importance of Source-to-Sea approaches and the relationship between freshwater and marine ecosystems, while highlighting synergies between SDG 6 on clean water and sanitation and SDG 14 on life below water.<\/p>\n

This integrated perspective was also reflected during Abu Dhabi Sustainability Week (ADSW) 2026, where the inaugural Blue Forum brought together government representatives, multilateral organizations, development banks, businesses and civil society to explore water security, the blue economy, technology, resilience and sustainable growth. The Forum addressed areas including water management, desalination, blue carbon, coastal infrastructure and ocean innovation, and was positioned as part of the international momentum toward the 2026 UN Water Conference.
\nThe Source-to-Sea approach consequently represents an important evolution in UAE water policy: from securing individual water resources toward managing interconnected water, environmental and marine systems.<\/p>\n

5. The UAE\u2013Korea Water Partnership<\/p>\n

Within this broader transformation, the Republic of Korea has emerged as an important partner for the UAE.
\nThe foundation of bilateral water cooperation was established in 2015, when the UAE Ministry of Climate Change and Environment and Korea’s Ministry of Land, Infrastructure and Transport signed a Memorandum of Understanding on cooperation in water resources. The agreement provided for exchanges on water policy, legislation, science and technology, groundwater management, smart water management and seawater desalination. It also covered water-efficiency policies and the management and reuse of treated water, while encouraging the application of information and communications technologies and innovation in water management.
\nSince then, cooperation has developed through the Korea\u2013UAE Joint Committee on Water Resources Cooperation, providing a regular institutional mechanism for technical exchange and identification of practical cooperation projects.
\nThe 7th Joint Committee meeting in December 2024 focused on areas including smart water networks, surface-water and flash-flood management, dams and related technologies. Korean experts shared experience in areas such as floating photovoltaic systems and urban flood early-warning systems, while the UAE presented a smart water-network pilot initiative. The cooperation demonstrated the potential for bilateral collaboration in innovation, research and development, knowledge exchange and capacity building.
\nThe partnership expanded further at the 8th Joint Committee in August 2025. Discussions covered AI-based flood forecasting, digital-twin-based water management, low-carbon hydrogen strategies, desalination technologies, modernization and reuse of wastewater-treatment plants, smart water-network pilots and joint research. The two sides also discussed measures to reduce water leakage in the UAE.
\nOne practical example is cooperation on water-leakage reduction in the Dibba area. The project seeks to improve water-flow efficiency along a 10-kilometre pipeline section, demonstrating how bilateral cooperation can move beyond policy dialogue toward practical technology application.
\nThe evolution of this cooperation is significant. It demonstrates a progression from policy and knowledge exchange toward technology demonstration, joint research and practical implementation.<\/p>\n

6. New Opportunities for UAE\u2013Korea Cooperation<\/p>\n

The convergence between UAE water priorities and Korean technological capabilities provides a strong foundation for the next stage of the partnership.
\nFirst, smart water management and digitalization represent significant opportunities. AI, digital twins, smart networks, leakage detection and predictive management could help the UAE improve water efficiency while creating opportunities for Korean companies and research institutions to adapt technologies to Gulf conditions.
\nSecond, next-generation desalination remains a natural area for cooperation. The UAE’s objective of improving the efficiency and sustainability of desalination complements Korea’s experience in water-treatment engineering and desalination technologies.
\nThird, wastewater treatment and water reuse can directly support the UAE Water Security Strategy 2036 and its target of 95 percent treated-water reuse. Cooperation could include advanced treatment technologies, industrial water recycling and smart systems for monitoring water quality and reuse.
\nFourth, climate resilience and water-related disaster management provide an increasingly important field for collaboration. AI-based flood forecasting, early-warning systems, digital modelling and resilient infrastructure can help address risks associated with extreme weather and climate change.
\nFinally, the two countries could explore international and third-country cooperation. Korea’s technological and engineering capabilities could be combined with the UAE’s investment capacity, regional connectivity and international partnerships to develop water-security solutions in other water-stressed markets, particularly across MENA, Africa and Asia.
\n7. The 2026 United Nations Water Conference in Abu Dhabi<\/p>\n

The UAE’s growing role in global water governance will reach a major milestone in December 2026, when the UAE and Senegal will co-host the 2026 United Nations Water Conference to Accelerate the Implementation of Sustainable Development Goal 6 in Abu Dhabi.
\nThe United Nations confirms that the Conference will take place in the UAE from 8\u201310 December 2026. Its principal objective is to accelerate implementation of SDG 6: ensuring availability and sustainable management of water and sanitation for all.
\nFor the UAE, hosting the Conference provides an opportunity to bring its national experience into the global water agenda. \nThe Conference also provides a natural international platform for advancing the Source-to-Sea approach, connecting freshwater management with coastal and marine sustainability. This is consistent with the UAE’s efforts at the 2025 UN Ocean Conference and its broader water and ocean agenda.
\nImportantly, the Conference also creates a new opportunity for UAE\u2013Korea cooperation. At the 8th Joint Committee in 2025, the two sides discussed concrete plans for a joint side event at the UN Water Conference, alongside continued cooperation through the Joint Committee.<\/p>\n

A UAE\u2013Korea contribution at the Conference could showcase practical cooperation in AI-enabled water management, smart networks, desalination, wastewater reuse, digital twins and climate-resilient infrastructure. It could also demonstrate how bilateral technology partnerships can support the implementation of global water goals.
\nFor Korea, participation in the Conference would provide an opportunity to present its technological and institutional capabilities to a global audience. For the UAE, it would offer an opportunity to connect its national water-security agenda with international innovation, investment and technology partnerships.<\/p>\n

8. Conclusion<\/p>\n

The UAE’s water agenda is undergoing a significant transformation. The UAE Water Security Strategy 2036 established a national framework for sustainable water access, while subsequent initiatives have expanded the focus toward demand management, wastewater reuse, groundwater conservation, digitalization, desalination efficiency and climate resilience.
\nThe emerging Source-to-Sea approach represents a further evolution, recognizing that freshwater, groundwater, coastal and marine systems are interconnected. Initiatives such as the Blue Forum at Abu Dhabi Sustainability Week 2026 and the UAE’s international engagement on integrated freshwater and ocean management demonstrate the country’s ambition to position water as a central component of climate action, environmental sustainability, investment and international cooperation.
\nKorea has become an important partner within this transformation. Since the 2015 water-resources cooperation agreement, bilateral engagement has developed into a sustained partnership encompassing smart water management, desalination, wastewater reuse, leakage reduction, flood forecasting, digital twins and climate resilience. Recent cooperation demonstrates a clear movement from knowledge exchange toward practical technology cooperation and joint innovation.
\nThe 2026 United Nations Water Conference in Abu Dhabi from 8\u201310 December 2026 provides a particularly timely opportunity to advance this partnership. By connecting UAE water-security priorities with Korean technology and innovation capabilities, the two countries can demonstrate how bilateral cooperation can contribute to the wider implementation of SDG 6 and to practical solutions for water-stressed regions.
\nFor the UAE, water is consequently becoming more than a matter of national resource security. It is emerging as a platform for innovation, climate resilience, sustainable investment and international diplomacy. For Korea, partnership with the UAE provides an opportunity to contribute technological and institutional expertise to one of the world’s most water-stressed regions. Together, the two countries can help shape a model of cooperation that moves from water security to water sustainability, from source to sea, and from bilateral partnership to global action.<\/p>\n
