UAE-Korea Ties: Future-Oriented Strategic Partnerships<\/strong><\/h3>\n

Since the establishment of the official diplomatic ties between the United Arab Emirates (UAE) and the Republic of Korea (ROK) in 1980, the bilateral relations have been witnessing a steadily progress.\u00a0\u00a0 In acknowledgment of the expanded areas of collaboration, the two sides upgraded the ties into Strategic Partnership in 2009. In that year, a Korean consortium was selected by UAE for the construction of the Barakah Nuclear Energy Plant (BNEP) project. The cooperation on the Barakah project was a shift in the two countries’ exchanges from conventional energy to clean energy. The UAE has opted for the peaceful nuclear energy in line with the global leaning toward clean and renewable energy and the need to preserve the environment. At the same time, the two countries agreed to cooperate in healthcare, education and technology, to mention a few. As a result, partnerships had expanded and diversified to include conventional and non-conventional energy, economy and investment, industry, defense, education, healthcare, science and IT, patent administration, etc.<\/p>\n

Another leap was made in 2018 with the elevation of the ties to Special Strategic Partnership, making the UAE the first country in the Middle Eastern to have such elevated ties with the ROK. The two sides agreed to expand the exchanges in the above-mentioned areas and to have in-depth discussions on a sector-by-sector basis through the host of regular high-level dialogue channels. They established the “special strategic dialogue” between the foreign ministers to deal with diplomatic issues and the “annual meeting between the defense ministers” to deal with defense and security issues. These were backed by the (2+2) meeting between vice foreign affairs and defense ministers. In the economy area, they created the “joint economic committee” meeting and the “high-level consultations on nuclear cooperation”. The “joint consular committee” meeting was also established as a joint panel to discuss consular matters.<\/p>\n

The bilateral ties were given a new momentum by the state visit of President Yoon Suk-yeol to UAE in January this year, in which remarkable accomplishments have been made. During the visit, the two sides agreed to uplift the Special Strategic Partnership to a higher level. They agreed to strengthen strategic cooperation in four key areas including conventional energy and clean energy; peaceful nuclear energy; economy and investment; and defense and defense technology. They expressed commitment to enhance cooperation in future-oriented areas including space, new industries, digital transformation, future mobility, smart infrastructure, healthcare, agriculture, food security and water resources, intellectual property, and statistics.<\/p>\n

In the area of conventional and clean energy, an agreement was reached to establish a Comprehensive Strategic Energy Partnership (CSEP) to bolster cooperation across key energy sectors, including oil & gas, strategic storage, renewable energy, hydrogen, and hydrogen derivatives. They also concurred on the importance of investing in projects of energy security, decarburization and climate action, and to continue developing the two countries as global leaders in hydrogen ecosystems.<\/p>\n

With regard to peaceful nuclear energy, the two sides agreed to expand cooperation by successfully completing the Barakah project and by jointly pursuing additional nuclear projects, in UAE or in third countries, and to seek ways to expand this cooperation into new areas, including evaluating the potential of small modular reactors (SMR).<\/p>\n

In economy and investment sector, the UAE announced a commitment to invest $30 billion in strategic sectors in the ROK as part of the wider Special Strategic Partnership framework. The two sides also agreed to work together on supply chain, energy security, climate change, and to support SMEs and startups, innovation, joint ventures, and research and development (R&D).<\/p>\n

In defense and defense technology, they agreed to cooperate in the defense as a key element of the bilateral ties and to advance ties in defense technology to a strategic level that includes joint investment, research and technology development.<\/p>\n

Further, an agreement was reached to expand collaboration in addressing climate change through joint efforts on the 28th Session of the Conference of Parties to the United Nations Framework Convention on Climate Change (COP28), which will be hosted by UAE in November later this year. The two sides also renewed their commitment to the Paris Agreement goals and pledged to work together to achieve their respective 2030 NDCs and net zero emissions by 2050.<\/p>\n

To conclude, the upgrade of the ties has allowed the two countries to engage actively as strategic partners across various areas of cooperation. In light of that, the two sides are set to work on expanding and diversifying their partnerships in the above-mentioned sectors in the years to come.
