발원지에서 바다까지, 그리고 한-UAE 파트너쉽
1. 물 안보에서 글로벌 물 리더십으로
물 안보는 아랍에미리트(UAE)의 전략적 우선순위이다. 천연 담수자원이 제한된 건조국가이자 인구 증가, 도시화 및 경제발전에 따라 높은 물 수요에 직면한 UAE는 담수화, 물 절약, 하수처리 및 재이용, 지하수 관리, 디지털 기술과 기후 회복력을 결합한 종합적인 접근법을 발전시켜 왔다.
지난 10년 동안 UAE의 물 정책은 충분한 수자원을 확보하는 단계를 넘어 지속가능하고 효율적이며 기술에 기반한 회복력 있는 물 시스템을 구축하는 방향으로 발전해 왔다. 이러한 변화는 평상시와 비상시 모두에서 지속가능한 물 공급을 보장하기 위해 2017년 출범한 ‘UAE 물 안보 전략 2036’을 중심으로 추진되고 있다. 이 전략은 수자원 총수요를 21% 감축하고 물 부족 지수를 3단계 낮추는 한편, 물 생산성을 입방미터당 110달러로 높이고 2036년까지 처리수 재이용률을 95%로 확대하는 것을 목표로 한다.
이를 위해 UAE는 물 수요 및 공급 관리, 비상시 물 생산과 배분을 위한 프로그램을 추진하는 동시에 정책 개발, 제도적 역량 강화, 혁신 및 기술 발전에 의해 뒷받침된다. 따라서 UAE는 물 안보를 단순한 기반시설의 문제가 아니라 국가 회복력과 기후변화 적응, 환경적 지속가능성 및 경제발전의 한 요소로 점차 인식하고 있다.
UAE는 수자원 관리를 뒷받침하는 과학적 기반도 강화해 왔다. UAE 에너지인프라부는 아부다비 환경청과 함께 수자원의 현황을 체계적으로 기록하고 보전하기 위해 UAE 최초의 수리지질도와 지리정보 데이터베이스를 구축했다. 이와 함께 ‘국가 에너지·수자원 수요관리 프로그램 2050’을 통해 에너지와 물의 이용 효율을 높이고 자원 소비를 줄이기 위한 노력을 이어가고 있다.
2. 담수화, 재이용 및 순환형 물 경제
UAE의 지리적 여건을 고려할 때 비전통적 수자원의 활용에 크게 의존하며, 그중에서도 담수화는 국가 물 안보를 지탱하는 핵심 축이다. 동시에 UAE의 물 정책은 담수화의 효율을 높이고 수자원을 다변화하며 물 생산에 수반되는 환경적·에너지적 비용을 줄이는 데 점차 큰 비중을 두고 있다.
이를 보완하는 또 하나의 우선과제는 하수처리수의 재이용을 확대하는 것이다. UAE는 하루 300만 입방미터가 넘는 처리 용량을 갖춘 광범위한 하수처리 기반시설을 구축했다. 현재 처리된 하수의 약 73%가 도시 조경과 관개를 중심으로 재이용되고 있으며, UAE는 이를 2036년까지 95%로 높이는 것을 목표로 하고 있다.
이는 UAE가 물을 한 번 사용하고 소진되는 자원이 아니라 회수하고 처리하여 다시 이용할 수 있는 자원으로 바라보는 순환형 물 경제로 점진적으로 전환하고 있음을 보여준다. 이에 따라 고도 하수처리, 산업용수 재활용, 스마트 관개 및 자원 회수 기술은 담수자원에 대한 부담을 줄이는 데 더욱 중요한 역할을 담당하게 될 수 있다.
UAE는 물 정책과 에너지 정책의 연계도 강화하고 있다. 담수화 효율의 향상, 재생에너지와 담수화 시설의 연계 및 수요관리는 물 생산의 에너지 집약도를 낮추는 동시에 UAE가 추진하는 광범위한 기후변화 대응 및 지속가능성 목표에도 기여할 수 있다.
3. 디지털화와 기후 회복력에 기반한 물 관리
혁신과 디지털화는 UAE의 물 정책에서 갈수록 중요한 위치를 차지하고 있다. 스마트 물관리망, 실시간 모니터링, 인공지능, 예측 분석 및 디지털 관리 시스템은 물 공급의 효율을 높이고 누수를 파악하며 보다 효과적인 수요관리를 가능하게 한다.
동시에 UAE의 물 안보 개념은 물과 관련된 기후위험까지 포괄하는 방향으로 확대되고 있다. 물 부족은 여전히 근본적인 과제이지만, 극한강우와 돌발홍수 역시 도시 기반시설과 지역사회에 중대한 위험을 초래할 수 있다. 이에 따라 홍수 예측, 조기경보 시스템, 기후위험 모델링 및 회복력 있는 기반시설은 통합적인 물 관리 체계를 구성하는 중요한 요소가 되고 있다.
따라서 UAE의 물 정책은 기후변화 적응, 에너지 안보, 식량 안보, 도시개발 및 환경적 지속가능성이라는 보다 광범위한 국가적 우선순위와 점차 긴밀하게 연결되고 있다. 이러한 통합적 접근법은 국제적인 기술 파트너십을 발전시킬 수 있는 중요한 토대를 제공한다.
4. 발원지에서 바다까지: 통합적 물 비전
UAE 물 정책에서 나타나는 또 하나의 중요한 변화는 ‘발원지에서 바다까지(Source-to-Sea)’ 접근법에 대한 관심이 확대되고 있다는 점이다. 이 접근법은 담수와 지하수, 연안 환경 및 해양 생태계를 서로 분리된 정책 영역으로 다루는 대신 하나의 물 시스템 안에서 상호 연결된 요소로 인식한다.
이러한 관점은 담수 관리가 아라비아만 및 연안 환경과 긴밀하게 연결된 UAE에 특히 중요하다. 지하수 취수와 하수 방류, 도시개발을 비롯한 육상 활동은 연안 및 해양 생태계에 영향을 미칠 수 있다. 따라서 이들 시스템에 대한 정책적 조정을 강화하는 것은 물 안보와 환경 보호, 기후 회복력에 동시에 기여할 수 있다.
UAE는 ‘발원지에서 바다까지’ 접근법을 국제사회에서도 적극적으로 제시해 왔다. 2025년 유엔 해양회의에서 UAE는 세네갈, 프랑스 및 UN-Water와 함께 ‘UNOC3에서 2026UNWC까지 물을 잇다: 지속가능한 담수 및 해양 관리를 위한 공동행동’이라는 고위급 부대행사를 공동 개최했다.
이 행사는 ‘발원지에서 바다까지’ 접근법의 중요성과 담수 및 해양 생태계의 연계성을 강조하는 한편, 깨끗한 물과 위생을 다루는 지속가능발전목표(SDG) 6과 해양생태계 보전을 다루는 SDG 14 사이의 시너지에 주목했다.
이러한 통합적 관점은 2026 아부다비 지속가능성 주간(ADSW)에서도 분명하게 나타났다. 당시 처음 개최된 블루 포럼에는 각국 정부와 다자기구, 개발은행, 기업 및 시민사회 관계자들이 참여하여 물 안보와 블루 이코노미, 기술, 회복력 및 지속가능한 성장에 대해 논의했다. 포럼은 물 관리와 담수화, 블루카본, 연안 기반시설 및 해양 혁신을 폭넓게 다루었으며, 2026 유엔 물 회의를 향한 국제적 논의의 흐름의 일부로 자리매김 했다.
‘발원지에서 바다까지’ 접근법은 개별 수자원을 확보하는 데 집중했던 기존의 정책에서 나아가 서로 연결된 물과 환경, 해양 시스템을 통합적으로 관리하고자 하는 UAE 물 정책의 중요한 발전을 보여준다.
5. 한-UAE 물 파트너십
이러한 광범위한 변화 속에서 대한민국은 UAE의 중요한 파트너로 부상했다.
양국 간 물 협력의 기반은 2015년 UAE 기후변화환경부와 한국 국토교통부가 수자원 협력에 관한 양해각서를 체결하면서 마련됐다. 이 양해각서는 물 관련 정책과 법률, 과학기술, 지하수 관리, 스마트 물 관리 및 해수 담수화에 관한 교류를 규정했다. 또한 물 이용 효율을 높이기 위한 정책과 처리수의 관리 및 재이용을 협력 분야에 포함하고, 정보통신기술과 혁신을 물 관리에 적극적으로 활용하도록 장려했다.
이후 양국의 협력은 한-UAE 수자원 협력 공동위원회를 통해 지속적으로 발전해 왔다. 공동위원회는 정기적인 기술 교류를 추진하고 실질적인 협력사업을 발굴하는 제도적 기반을 제공하고 있다.
2024년 12월 개최된 제7차 공동위원회에서는 스마트 물관리망과 지표수 및 돌발홍수 관리, 댐과 관련 기술 등이 주요 의제로 다뤄졌다. 한국 전문가들은 수상태양광 시스템과 도시홍수 조기경보 시스템 등에 관한 경험을 공유했으며, UAE는 스마트 물관리망 시범사업을 소개했다. 이를 통해 양국은 혁신과 연구개발, 지식 교류 및 전문 역량 강화 분야에서 협력의 잠재력을 확인했다.
2025년 8월 개최된 제8차 공동위원회에서는 양국의 파트너십이 더욱 확대됐다. 양측은 AI 기반 홍수 예측, 디지털 트윈 기반 물 관리, 저탄소 수소 전략, 담수화 기술, 하수처리시설의 현대화 및 재이용, 스마트 물관리망 시범사업과 공동연구를 논의했다. 또한 UAE의 누수를 줄이기 위한 구체적인 방안에 대해서도 의견을 교환했다.
디바 지역에서 추진되는 누수 저감 사업은 이러한 실질적 협력의 대표적인 사례이다. 이 사업은 약 10킬로미터에 이르는 관로 구간의 송수 효율을 개선하는 것을 목표로 하며, 양국의 협력이 정책적 논의에서 나아가 실제 현장에 기술을 적용하는 단계로 발전하고 있음을 보여준다.
이러한 협력의 발전은 중요한 의미를 갖는다. 한-UAE 물 협력이 정책 및 지식 교류에서 기술 실증과 공동연구, 실질적인 사업 이행으로 점차 확대되고 있기 때문이다.
6. 한-UAE 협력의 새로운 기회
UAE의 물 관련 우선과제와 한국의 기술적 역량이 결합되면서 양국 파트너십의 새로운 단계를 위한 견고한 기반이 마련되고 있다.
첫째, 스마트 물 관리와 디지털화는 양국에 중요한 협력 기회를 제공한다. AI와 디지털 트윈, 스마트 물관리망, 누수 탐지 및 예측 관리 기술은 UAE가 물 이용의 효율을 높이는 데 기여할 수 있다. 동시에 한국 기업과 연구기관에는 이러한 기술을 걸프 지역의 특수한 환경에 맞게 적용하고 발전시킬 기회를 제공할 것이다.
둘째, 차세대 담수화는 여전히 양국이 협력을 확대하기에 적합한 분야이다. 담수화의 효율성과 지속가능성을 높이려는 UAE의 목표는 물 처리 공학 및 담수화 기술 분야에서 한국이 축적해 온 경험과 상호보완적이다.
셋째, 하수처리 및 물 재이용 분야의 협력은 ‘UAE 물 안보 전략 2036’과 처리수 재이용률 95%라는 목표를 직접적으로 뒷받침할 수 있다. 양국은 고도처리 기술과 산업용수 재활용, 수질 및 재이용 현황을 모니터링하는 스마트 시스템 등을 중심으로 협력을 발전시킬 수 있다.
넷째, 기후 회복력과 물 관련 재난 관리는 앞으로 더욱 중요해질 협력 분야이다. AI 기반 홍수 예측과 조기경보 시스템, 디지털 모델링 및 회복력 있는 기반시설은 극한기상과 기후변화로 발생하는 위험에 대응하는 데 기여할 수 있다.
마지막으로 양국은 국제협력과 제3국 공동사업의 가능성을 모색할 수 있다. 한국의 기술 및 엔지니어링 역량을 UAE의 투자 능력과 지역적 연결성, 국제 파트너십과 결합한다면 MENA와 아프리카, 아시아를 비롯한 다른 물 부족 시장에 새로운 물 안보 해법을 제시할 수 있을 것이다.
7. 아부다비에서 개최되는 2026 유엔 물 회의
글로벌 물 거버넌스에서 점차 확대되어 온 UAE의 역할은 2026년 12월 중요한 이정표를 맞게 된다. UAE가 세네갈과 함께 아부다비에서 ‘지속가능발전목표 6 이행 가속화를 위한 2026 유엔 물 회의’를 공동 개최하기 때문이다.
유엔에 따르면 회의는 2026년 12월 8일부터 10일까지 UAE에서 개최된다. 이번 회의의 핵심 목표는 모든 사람을 위한 물과 위생의 이용 가능성 및 지속가능한 관리를 보장하는 SDG 6의 이행을 가속하는 것이다.
UAE에 이번 회의의 개최는 자국이 축적한 경험을 글로벌 물 의제와 연결할 수 있는 중요한 기회이다. 담수화와 물 재이용, 수요관리, 지하수 보전, 디지털화 및 기후 회복력 분야에서 축적한 UAE의 경험은 다른 물 부족 국가에도 실질적인 교훈을 제공할 수 있다.
이번 회의는 담수 관리를 연안 및 해양의 지속가능성과 연결하는 ‘발원지에서 바다까지’ 접근법을 국제적으로 발전시키기에 적합한 플랫폼이기도 하다. 이는 2025년 유엔 해양회의에서 UAE가 기울인 노력 및 UAE가 추진해 온 광범위한 물·해양 의제와도 일치한다.
특히 이번 회의는 한-UAE 협력에 새로운 기회를 제공할 것이다. 양국은 2025년 개최된 제8차 공동위원회에서 공동위원회를 통한 협력을 지속하는 한편, 유엔 물 회의에서 공동 부대행사를 개최하기 위한 구체적인 계획을 논의했다.
양국은 이를 통해 AI 기반 물 관리와 스마트 물관리망, 담수화, 하수처리수 재이용, 디지털 트윈 및 기후회복형 기반시설 분야에서 이루어진 실질적인 협력을 국제사회에 소개할 수 있다. 또한 양자 간 기술 파트너십이 글로벌 물 목표의 이행을 어떻게 지원할 수 있는지를 보여줄 수 있을 것이다.
한국이 이번 회의에 참여하는 것은 자국의 기술 및 제도적 역량을 국제사회에 제시할 수 있는 기회가 될 것이다. UAE에는 국가 물 안보 의제를 국제적인 혁신과 투자, 기술 파트너십으로 연결하는 계기가 될 것이다.
8. 결론
UAE의 물 정책은 중요한 전환을 이루고 있다. ‘UAE 물 안보 전략 2036’은 지속가능한 물 공급을 위한 국가적 체계를 마련했으며, 이후의 정책과 사업은 수요관리와 하수처리수 재이용, 지하수 보전, 디지털화, 담수화 효율 및 기후 회복력으로 그 범위를 확대해 왔다.
새롭게 부상한 ‘발원지에서 바다까지’ 접근법은 담수와 지하수, 연안 및 해양 시스템이 서로 긴밀하게 연결되어 있다는 인식을 바탕으로 한다는 점에서 한 단계 더 발전된 물 관리 비전을 보여준다. 2026 아부다비 지속가능성 주간의 블루 포럼과 담수·해양 통합 관리에 관한 UAE의 국제적 활동은 물을 기후행동과 환경적 지속가능성, 투자 및 국제협력의 중심에 두고자 하는 UAE의 의지를 보여준다.
한국은 이러한 전환 과정에서 UAE의 중요한 파트너가 되었다. 2015년 수자원 협력 양해각서 체결 이후 양국 관계는 스마트 물 관리와 담수화, 하수처리수 재이용, 누수 저감, 홍수 예측, 디지털 트윈 및 기후 회복력을 포괄하는 지속적인 파트너십으로 발전했다. 최근의 협력은 양국 관계가 지식 교류에서 실질적인 기술 협력과 공동 혁신으로 나아가고 있음을 분명하게 보여준다.
2026년 12월 8일부터 10일까지 아부다비에서 개최되는 유엔 물 회의는 이러한 파트너십을 더욱 발전시킬 시의적절한 기회이다. UAE의 물 안보 우선과제와 한국의 기술 및 혁신 역량을 연결함으로써 양국은 양자 협력이 SDG 6의 폭넓은 이행과 물 부족 지역을 위한 실질적 해법 마련에 어떻게 기여할 수 있는지를 국제사회에 보여줄 수 있을 것이다.
UAE에 물은 이제 국가 자원의 안정적인 확보를 넘어서는 의미를 갖는다. 물은 혁신과 기후 회복력, 지속가능한 투자 및 국제외교를 위한 중요한 플랫폼으로 부상하고 있다. 한국에도 UAE와의 파트너십은 세계에서 물 부족 문제가 가장 심각한 지역 중 하나에 기술 및 제도적 전문성을 제공할 수 있는 기회이다.
양국은 함께 물 안보에서 물의 지속가능성으로, 발원지에서 바다까지, 그리고 양자 파트너십에서 글로벌 행동으로 이어지는 새로운 협력 모델을 만들어 갈 수 있을 것이다.

UAE Water Security and Sustainability: From Source to Sea and the UAE–Korea Partnership
1. From Water Security to Global Water Leadership
Water security is a strategic priority for the United Arab Emirates. As an arid country with limited natural freshwater resources and high-water demand associated with population growth, urbanization and economic development, the UAE has developed a comprehensive approach combining desalination, water conservation, wastewater treatment and reuse, groundwater management, digital technologies and climate resilience.
Over the past decade, the UAE’s water agenda has evolved beyond securing adequate supplies toward establishing a sustainable, efficient, technology-driven and resilient water system. This transformation is anchored by the UAE Water Security Strategy 2036, launched in 2017 to ensure sustainable access to water under both normal and emergency conditions. The strategy seeks to reduce total demand for water resources by 21 percent, reduce the water scarcity index by three degrees, increase water productivity to USD 110 per cubic metre and increase the reuse of treated water to 95 percent by 2036.
The strategy is supported by programmes addressing water demand management, water supply management and emergency production and distribution, together with policy development, institutional capacity building, innovation and technology. The UAE’s approach therefore increasingly regards water security not simply as an infrastructure issue, but as a component of national resilience, climate adaptation, environmental sustainability and economic development.
The UAE has also strengthened the scientific basis for managing its water resources. The Ministry of Energy and Infrastructure, together with the Environment Agency – Abu Dhabi, has developed the country’s first hydrogeological map and geodatabase to support the documentation and conservation of water resources. In parallel, the National Energy and Water Demand Side Management Program 2050 seeks to improve the efficiency of energy and water use and reduce resource consumption.
2. Desalination, Reuse and the Circular Water Economy
Given its geographical conditions, the UAE relies substantially on non-conventional water resources, making desalination a fundamental pillar of national water security. At the same time, national policy is increasingly focused on improving desalination efficiency, diversifying water resources and reducing the environmental and energy costs associated with water production.
A complementary priority is the expansion of treated wastewater reuse. The UAE has developed extensive wastewater-treatment infrastructure, with treatment capacity exceeding three million cubic metres per day. Around 73 percent of treated wastewater is currently reused, primarily for urban landscaping and irrigation, while the national target is to increase reuse to 95 percent by 2036.
This reflects the UAE’s gradual transition toward a circular water economy, in which water is recovered, treated and reused rather than regarded as a resource that can be consumed only once. Advanced wastewater treatment, industrial water recycling, smart irrigation and resource-recovery technologies can consequently play an increasingly important role in reducing pressure on freshwater resources.
The UAE is also pursuing greater integration between water and energy policy. More efficient desalination, renewable-energy integration and demand-side management can help reduce the energy intensity of water production while supporting the country’s broader climate and sustainability objectives.
3. Digitalization and Climate-Resilient Water Management
Innovation and digitalization are becoming increasingly important to the UAE’s water agenda. Smart water networks, real-time monitoring, artificial intelligence, predictive analytics and digital management systems can improve the efficiency of water distribution, identify leakage and support more effective demand management.
At the same time, the UAE’s concept of water security increasingly incorporates water-related climate risks. Although water scarcity remains a fundamental challenge, extreme rainfall and flash floods can also pose significant risks to urban infrastructure and communities. Consequently, flood forecasting, early-warning systems, climate-risk modelling and resilient infrastructure are becoming important components of integrated water management.
The UAE’s water policies are therefore increasingly connected with its wider national priorities in climate adaptation, energy security, food security, urban development and environmental sustainability. This integrated approach provides an important basis for international technology partnerships.
4. From Source to Sea: An Integrated Water Vision
A further development in the UAE’s water agenda is the growing emphasis on the “Source-to-Sea” approach. Rather than treating freshwater, groundwater, coastal environments and marine ecosystems as separate policy areas, this approach recognizes their interdependence within a single water system.
This perspective is particularly relevant to the UAE, where freshwater management is closely connected with the Arabian Gulf and coastal environment. Groundwater extraction, wastewater discharge, urban development and other land-based activities can affect coastal and marine ecosystems. Greater coordination across these systems can therefore contribute simultaneously to water security, environmental protection and climate resilience.
The UAE has increasingly promoted this approach at the international level. At the 2025 UN Ocean Conference, the UAE, Senegal, France and UN-Water co-hosted a high-level side event entitled “Bridging the Waters from UNOC3 to 2026UNWC: Joint action for Sustainable Freshwater and Ocean Management.” The event emphasized the importance of Source-to-Sea approaches and the relationship between freshwater and marine ecosystems, while highlighting synergies between SDG 6 on clean water and sanitation and SDG 14 on life below water.
This integrated perspective was also reflected during Abu Dhabi Sustainability Week (ADSW) 2026, where the inaugural Blue Forum brought together government representatives, multilateral organizations, development banks, businesses and civil society to explore water security, the blue economy, technology, resilience and sustainable growth. The Forum addressed areas including water management, desalination, blue carbon, coastal infrastructure and ocean innovation, and was positioned as part of the international momentum toward the 2026 UN Water Conference.
The Source-to-Sea approach consequently represents an important evolution in UAE water policy: from securing individual water resources toward managing interconnected water, environmental and marine systems.
5. The UAE–Korea Water Partnership
Within this broader transformation, the Republic of Korea has emerged as an important partner for the UAE.
The foundation of bilateral water cooperation was established in 2015, when the UAE Ministry of Climate Change and Environment and Korea’s Ministry of Land, Infrastructure and Transport signed a Memorandum of Understanding on cooperation in water resources. The agreement provided for exchanges on water policy, legislation, science and technology, groundwater management, smart water management and seawater desalination. It also covered water-efficiency policies and the management and reuse of treated water, while encouraging the application of information and communications technologies and innovation in water management.
Since then, cooperation has developed through the Korea–UAE Joint Committee on Water Resources Cooperation, providing a regular institutional mechanism for technical exchange and identification of practical cooperation projects.
The 7th Joint Committee meeting in December 2024 focused on areas including smart water networks, surface-water and flash-flood management, dams and related technologies. Korean experts shared experience in areas such as floating photovoltaic systems and urban flood early-warning systems, while the UAE presented a smart water-network pilot initiative. The cooperation demonstrated the potential for bilateral collaboration in innovation, research and development, knowledge exchange and capacity building.
The partnership expanded further at the 8th Joint Committee in August 2025. Discussions covered AI-based flood forecasting, digital-twin-based water management, low-carbon hydrogen strategies, desalination technologies, modernization and reuse of wastewater-treatment plants, smart water-network pilots and joint research. The two sides also discussed measures to reduce water leakage in the UAE.
One practical example is cooperation on water-leakage reduction in the Dibba area. The project seeks to improve water-flow efficiency along a 10-kilometre pipeline section, demonstrating how bilateral cooperation can move beyond policy dialogue toward practical technology application.
The evolution of this cooperation is significant. It demonstrates a progression from policy and knowledge exchange toward technology demonstration, joint research and practical implementation.
6. New Opportunities for UAE–Korea Cooperation
The convergence between UAE water priorities and Korean technological capabilities provides a strong foundation for the next stage of the partnership.
First, smart water management and digitalization represent significant opportunities. AI, digital twins, smart networks, leakage detection and predictive management could help the UAE improve water efficiency while creating opportunities for Korean companies and research institutions to adapt technologies to Gulf conditions.
Second, next-generation desalination remains a natural area for cooperation. The UAE’s objective of improving the efficiency and sustainability of desalination complements Korea’s experience in water-treatment engineering and desalination technologies.
Third, wastewater treatment and water reuse can directly support the UAE Water Security Strategy 2036 and its target of 95 percent treated-water reuse. Cooperation could include advanced treatment technologies, industrial water recycling and smart systems for monitoring water quality and reuse.
Fourth, climate resilience and water-related disaster management provide an increasingly important field for collaboration. AI-based flood forecasting, early-warning systems, digital modelling and resilient infrastructure can help address risks associated with extreme weather and climate change.
Finally, the two countries could explore international and third-country cooperation. Korea’s technological and engineering capabilities could be combined with the UAE’s investment capacity, regional connectivity and international partnerships to develop water-security solutions in other water-stressed markets, particularly across MENA, Africa and Asia.
7. The 2026 United Nations Water Conference in Abu Dhabi
The UAE’s growing role in global water governance will reach a major milestone in December 2026, when the UAE and Senegal will co-host the 2026 United Nations Water Conference to Accelerate the Implementation of Sustainable Development Goal 6 in Abu Dhabi.
The United Nations confirms that the Conference will take place in the UAE from 8–10 December 2026. Its principal objective is to accelerate implementation of SDG 6: ensuring availability and sustainable management of water and sanitation for all.
For the UAE, hosting the Conference provides an opportunity to bring its national experience into the global water agenda. Its experience in desalination, water reuse, demand management, groundwater conservation, digitalization and climate resilience could offer practical lessons for other water-stressed countries.
The Conference also provides a natural international platform for advancing the Source-to-Sea approach, connecting freshwater management with coastal and marine sustainability. This is consistent with the UAE’s efforts at the 2025 UN Ocean Conference and its broader water and ocean agenda.
Importantly, the Conference also creates a new opportunity for UAE–Korea cooperation. At the 8th Joint Committee in 2025, the two sides discussed concrete plans for a joint side event at the UN Water Conference, alongside continued cooperation through the Joint Committee.
A UAE–Korea contribution at the Conference could showcase practical cooperation in AI-enabled water management, smart networks, desalination, wastewater reuse, digital twins and climate-resilient infrastructure. It could also demonstrate how bilateral technology partnerships can support the implementation of global water goals.
For Korea, participation in the Conference would provide an opportunity to present its technological and institutional capabilities to a global audience. For the UAE, it would offer an opportunity to connect its national water-security agenda with international innovation, investment and technology partnerships.
8. Conclusion
The UAE’s water agenda is undergoing a significant transformation. The UAE Water Security Strategy 2036 established a national framework for sustainable water access, while subsequent initiatives have expanded the focus toward demand management, wastewater reuse, groundwater conservation, digitalization, desalination efficiency and climate resilience.
The emerging Source-to-Sea approach represents a further evolution, recognizing that freshwater, groundwater, coastal and marine systems are interconnected. Initiatives such as the Blue Forum at Abu Dhabi Sustainability Week 2026 and the UAE’s international engagement on integrated freshwater and ocean management demonstrate the country’s ambition to position water as a central component of climate action, environmental sustainability, investment and international cooperation.
Korea has become an important partner within this transformation. Since the 2015 water-resources cooperation agreement, bilateral engagement has developed into a sustained partnership encompassing smart water management, desalination, wastewater reuse, leakage reduction, flood forecasting, digital twins and climate resilience. Recent cooperation demonstrates a clear movement from knowledge exchange toward practical technology cooperation and joint innovation.
The 2026 United Nations Water Conference in Abu Dhabi from 8–10 December 2026 provides a particularly timely opportunity to advance this partnership. By connecting UAE water-security priorities with Korean technology and innovation capabilities, the two countries can demonstrate how bilateral cooperation can contribute to the wider implementation of SDG 6 and to practical solutions for water-stressed regions.
For the UAE, water is consequently becoming more than a matter of national resource security. It is emerging as a platform for innovation, climate resilience, sustainable investment and international diplomacy. For Korea, partnership with the UAE provides an opportunity to contribute technological and institutional expertise to one of the world’s most water-stressed regions. Together, the two countries can help shape a model of cooperation that moves from water security to water sustainability, from source to sea, and from bilateral partnership to global action.
